29. The word ‘ compulsory ‘ in the Right of Children to Free and Compulsory Education Act , 2009 , means
( 1 ) parents are compulsorily forced to send their children to schools to avoid punitive action angle
( 2 ) compulsory education will be imparted through continuous testing
( 3 ) the Central Government will ensure admission , completion of elementary attendance and education
( 4 ) appropriate governments will ensure admission , and completion of elementary attendance education
